In Chennai, a pothole complaint now starts a clock. The Tamil Nadu state Highways Department has launched a six-month pilot of performance-based maintenance contracts that require contractors to repair potholes within 24 hours of a complaint, according to Mirror Now.
Penalties with teeth
Miss the deadline, and contractors get a formal notice and a penalty of 5% of the cost allocated for that milestone. A three-strike rule means a third failure leads to termination of the contract. The contracts also cover general road damage, repainting medians and clearing road dust. The department has floated two tenders, worth Rs 44 lakh and Rs 48 lakh, for a section that includes the 100 Feet Road and the Grand Northern Trunk Road.

Until now, the department relied mostly on its own workforce and often waited to relay entire roads. If the pilot works, officials plan to scale it citywide and move toward long-term maintenance contracts like those used by the National Highways Authority of India.
The rain problem
The pilot comes right after heavy rain. The Hindu reported on October 27 that 43 km of the 650 km of city roads maintained by the department were damaged, much of it from water stagnation, and that the department had staged 5,000 bags of patching material while it waited for a dry spell to use it.
That detail matters. A 24-hour deadline is hard to meet if crews have to wait for the rain to stop.
Matching the material to the deadline
When a contractor's money depends on speed and the patch holding, material choice becomes a business decision. Repairs need to go in fast, in whatever weather the monsoon brings, and stay put.
EZ STREET® Ambient® Asphalt is engineered for exactly that. It can be placed in wet holes and holes holding water, so crews don't have to wait for a dry day. It bonds to asphalt and concrete, needs no mixing or tack coat, and carries traffic as soon as it's compacted. It's thermally stable in tropical heat, and it can be stockpiled for months, so contractors can keep it on the truck and respond the moment a complaint comes in.
What performance contracts reward
- Speed. A response window measured in hours rewards material that's ready to use.
- Durability. A repair that fails becomes a new complaint and possibly a new strike.
- Wet-weather capability. In a monsoon city, the rain can't be the reason the clock runs out.
Chennai's pilot puts accountability where it belongs: on repairs that are fast and enduring. Ambient® helps make both possible. Learn more at ezstreetasphalt.com.
